A Modern Refinery, Purpose-Built for the Permian
The refinery is a 60,000 barrel-per-day facility converting Permian crude into ultra-low sulfur diesel, with LPG as a byproduct.
Built as two 30,000 bpd modular trains, most construction happens off-site before shipping to Pecos. Carbon capture is built in from the start, powered by behind-the-meter natural gas generation.
Focusing on diesel over a full product slate keeps capital costs, operations, and energy use lean.
Engineered with Proven Technology
The refinery uses proven technology. What’s different is how it’s configured: one crude, one product, built modularly, with emission reductions designed in from the start.
- Carbon Capture: Integrated into the plant layout from inception, capturing approximately 905 tons of CO2 per day.
- Modular Construction: Two identical trains, shop-fabricated and delivered to site as truckable modules.
- Behind-the-Meter Power: On-site natural gas generation, independent of the grid and its interconnection queues.

Products of the Refinery
Ultra-Low Sulfur Diesel (ULSD)
The refinery’s primary product. ULSD powers commercial trucking, agriculture, construction, rail, and the oilfield operations that define the regional economy. It is the fuel West Texas consumes most and produces least.
Liquefied Petroleum Gas (LPG)
Produced as a byproduct of the refining process. LPG supports residential heating, commercial cooking, agricultural drying, and a range of industrial applications across the region.
Future Product Opportunities
The modular design allows additional processing capability to be added over time as markets evolve. New units can be integrated as needed without requiring a redesign of the core facility or disrupting existing operations.
Built Where Energy Begins
Pecos County sits near the epicenter of the Permian Basin, the most prolific oil-producing region in North America — and that location isn’t incidental, it’s the reason the project works. The refinery draws light sweet crude directly from the surrounding basin, in a mature energy corridor with established pipelines, three Class I railroads, direct I-10 access, abundant natural gas, and a skilled regional workforce.
It also sits inside the markets it serves. West Texas is structurally short on diesel, and the site has rail optionality via the TXPF short line, with access to three Class I carriers. Few refineries in North America can load diesel at the plant and deliver it by rail into that market. This one can.
